Seal Beach to hire new interim police chief

Interim Seal Beach Police Chief Robert Luman's service time has expired.

The Seal Beach City Council is expected to approve an agreement to hire Keith L. Kilmer as the new interim chief of police at the agency’s Monday, June 25 meeting.

Interim Police Chief Robert Luman’s second six-month term as interim chief expires June 30. Luman, who is retired, may only work for 12 months under CalPERS rules. Luman was hired a year ago to serve as a temporary replacement for Chief Jeff Kirkpatrick, who retired.

Luman was chief when the Salon Meritage shootings took place, although he was not in town that day. (Capt. Tim Olson was in command the day of the multiple homicides.)

According to the staff report by City Manager Jill Ingram, Seal Beach is now ready to hire a firm to look for a permanent chief of police.

In Seal Beach, the police chief answers directly to the city manager.

Kilmer retired as chief of the San Bernardino Police Department in October 2011. He was also chief of the Bell Gardens Police Department and served 25 years in the Long Beach Police Department.

His contract with Seal Beach would cost the city a maximum of $112,000, according to the Ingram report.
