The Seal Beach City Council on Dec. 11 unanimously rejected all bids for the pier abutment project.
This was a Consent Calendar item. Everything on the Consent Calendar is approved collectively, without discussion, unless an item is pulled for separate consideration. This item was not pulled.
“The Pier Concrete Abutment structure is the main point at which residents and visitors access the Pier and surrounding beach and park areas. The Abutment area is showing signs of wear and deterioration, that require attention to extend the life of the structure,” according to the staff report by Public Works Director Iris Lee.
“The Pier Concrete Abutment Restoration project will be addressing the main elements of concern, which include cracking and spalling concrete, deterioration of exposed steel elements, and worn surfaces primarily caused by the corrosive marine environment,” Lee wrote.
The city received five bids on Oct. 26. The lowest bid was from US Builders & Consultants Inc. for $381,508.30.
“As the Project requires a considerable degree of specialty work as it relates to water proofing and weatherproofing of concrete abutment structures, staff recommends modifying the contract specifications to refine the licensing requirements and clearly define the qualification expectations to ensure that the chosen contractors possess expertise and experience required to fulfill the unique Project demands,” Lee wrote.
“Staff recommends that the City Council reject all bids in accordance with Section 1010 of the Seal Beach Charter, which provides that the legislative body may reject any bids presented and readvertise at its discretion,” Lee wrote.
