Seal Beach manager hires new treasurer/finance director

City Manager Jill Ingram is looking at alternatives

Seal Beach hired a new finance director/city treasurer Monday night, Aug. 13. The City Council approved an employment agreement to make Victoria Beatley the city’s new permanent head of the Finance Department. Technically, the council simply authorized the city manger to hire the person she chose for the job.

“Director positions within the city of Seal Beach (including the director of finance) are at-will positions,” wrote City Manager Jill Ingram in her staff report to the council.

“Although City Council approval is necessary to authorize the city manager to execute an employment agreement, the city manager remains the sole appointing authority for executive management positions,” Ingram wrote.

According to the Ingram report, new Finance Director Beatley has about 20 years of experience in finance of which 15 were spent in the public sector.

Ingram introduced Beatley to the council. Beatley thanked departing Interim Finance Director Shally Lin for her leadership.

Ingram also thanked Lin for her work. Ingram said Lin reorganized the Finance Department. She also said she intended to bring Lin back so she could work on special projects. In the meantime, Ingram wished Lin luck in her retirement.

Lin also expressed her thanks. She said the staff was the greatest and hardest working staff she had met in more than 40 years in public finance.

Salon Meritage memorial

The council approved an agreement hiring David Volz Design to prepare a design for a memorial for the victims of the October 2011 Salon Meritage shootings in Old Town. Volz Design will be paid a maximum $29,000 for the job.

In Feburary 2012 , the City Council set a $30,000 budget for a memorial for the eight individuals who were killed in Orange County’s worst mass murder.

City gets Seal Beach Run money

The council also accepted $25,000 in grant monies from Run Seal Beach. According to the staff report, Run Seal Beach awarded $12,400 to fund the Community Services Department.

The Seal Beach Police Department received $8,000 for the radKIDS Program.

The Seal Beach Junior Lifeguard Program received $4,500.
