Seal Beach City Council adopts Main Street Specific Plan amendment

The City Council adopted the Main Street Specific Plan Amendment on Tuesday, May 28.

The council on May 13 approved the introduction of the ordinance that updates the Main Street plan to allow some outdoor uses on the sidewalks, as long as there is 8 feet of clearance for pedestrians. The outdoor uses would include outdoor dining. 

The vote at the time was 4 to 0, with District Three Councilwoman Lisa Landau abstained at the time as she had not received advice from the Fair Political Practices Commission concerning money she had borrowed from Main Street property owner Bob Griffith. As previously reported, the Specific Plan amendment outdoor use permits to be revoked if the outdoor areas are not maintained. 

Except for potted plants and benches, anything placed outside would have to be brought inside at closing time.

“This item is to conduct a second reading and adopt Ordinance 1709 in compliance with State law and the City Charter requiring that ordinances be adopted at least five (5) days after introduction at a regular or adjourned regular meeting. Upon adoption and pursuant to City Charter Section 414, the Ordinance will be published within fifteen (15) days after adoption,” according to the staff report by City Clerk Gloria Harper.

“Should businesses take advantage of this permit program, a limited amount of revenue would be generated from permit costs to offset staff time expenditures,” Harper wrote.
