SBPD arrests bank fraud suspect

Seal Beach Police investigators arrested a Los Angeles man for identity theft and fraud today, Thursday, Aug. 15, at about noon. The arrest at the Sea Air Federal Credit Union Back on Seal Beach Boulevard concluded an eight-month investigation.

Phillip Randolph James was arrested on nine felony counts involving perjury, fraud, identity theft and forgery.

According to Sgt. Joe Miller, investigators believed James created a fictitious identity with the intent to defraud numerous banks and individual victims throughout California, North Carolina, Texas and Washington.
