Rotary treasurer convicted: to serve 90 days for embezzlement

The former treasurer for the Los Alamitos/ Seal Beach Rotary Club was sentenced to three years probation and 90 days in jail for embezzlement on Tuesday, March 30. He was accused of stealing $49,000 from the local Rotary club.

“The defendant has also paid restitution to the victim,” said Farrah Emami, spokesperson for the Orange County District Attorney’s office.

Patrick “David” Dugan, 49, pled guilty to one count of grand theft and two counts of money laundering, according to the Orange County Superior Court Web site.

Dugan could have been sentenced to a maximum of four years and four months in state prison.

As it stands, he will only spend 90 days in the county jail. However, he will have to obey the terms of his probation for three years or go straight to state prison.

Dugan is now a convicted felon. His accounting career is over.

According to the Orange County District Attorney’s office, Dugan, a certified public accountant, had been the club’s financial officer since 1998.

According to the DA’s office, Dugan was the only person in the club responsible for handling financial records.

Also according to the DA, between December 2005 and December 2007, Dugan transferred money from the club’s account to his own bank account.

Dugan apparently became sick in April 2008. In May 2008, the club reported the theft to the Los Alamitos Police Department. The police reported the crime to the DA’s office.

The prosecutor’s office conducted the investigation from the start.

Dugan surrendered to the court for arraignment on Thursday, Sept. 3, 2009.
