Rossmoorgate: RCSD attempting another run at cityhood

Columnist Joyce Bloom

Last week I found a Green Sheet of paper on my doorstep put out by the newest committee with more strategies—the Rossmoor Preservation Committee.

It appears that the group behind this piece of propaganda is the Rossmoor Homeowners Association and the very same people that were promoting Cityhood for Rossmoor in 2008.

Cityhood was voted down by more than 70 percent of Rossmoorians who were smart enough to know that being a tiny city without a sufficient tax base in a bad economy was not a good idea.

That idea cost the Rossmoor Community Services District more than $100,000.

Supposedly the purpose of the Green Sheet, (for those that threw it away) was to educate you and get you involved.

To get the reader interested they used the word “steal” a few times, and gave you incorrect information about annexations that occurred 50 years ago.

The implication is that the city of Los Alamitos is stealing territory that belongs to Rossmoor by trying to annex the 14.5 acres at the corner of Los Alamitos Boulevard and Katella Aveenue.

Isn’t that libelous?

The city of Los Alamtos is doing this in an open, up front way. They are following the procedures laid out in the Government Code. The Los Alamitos City Counsel hasn’t voted on this yet.

The Planning Commission passed it on Aug. 22.

There are five owners of the 14.5 acres and I don’t believe anyone knows what they think of the annexation of their property.

They can say “no” to the annexation, but might be inclined to agree if Los Alamitos greases their palms and sweetens the pot.

You get the idea.

Tie all this together with the latent powers that the RCSD is trying to get and you can understand that this is an attempt by the exponents of the Green Sheet to get Rossmoor ready for another attempt at cityhood.

Rossmoor needs Rossmoor Village only if it wants to become a city.

The amount of money generated by that corner has decreased since 2008 to around $250,000, which does go into Orange County’s general fund.

But no one, including the county knows how it is spent.

The RCSD is trying to find out and so is District 2 County Supervisor John Moorlach.

In the next Rossmoorgate column, I will inform the Rossmoor Preservation Committee how to stop the annexation.

I have already explained it to a few people and the RCSD and the RHA can read the Government Code as well as I can.
