At its regular Tuesday meeting on Dec. 11, the Rossmoor Community Services District Board of Directors announced the selection of Christine Montana as the district’s new general manager.
Montana was selected after an exhaustive recruitment and vetting of qualified candidates. The appointment is effective on Jan. 2, 2013.
Montana is a CPA and has served in numerous capacities as a tax professional.
More important, however, is her experience in simultaneously managing three smaller special districts; specifically:
• Surfside Colony Community Services District
• Sunset Beach Sanitary District
• Surfside Colony Storm Water Protection District
Montana was the unanimous choice of the Board after interviewing candidates who included a former and a current city manager.
In the meantime, HTGroup (Consulting General Manager) will manage the affairs of the District until the date of appointment and will assist in the transition. Ms. Montana will be employed on a part-time twenty hour per week basis with additional hours, as determined by the Board, after the transition period.
Montana has a degree in business administration from USC and has been an active certified public accountant since 1993. She lives in Huntington Beach, is married and has two children.
Departing General Manager Henry Taboada cut back his hours to a four-day work week earlier this year.
Taboada had been a consulting general manager, but the board was compelled to change the arrangement because state law now prohibits hiring an independent contractor for a position that should be filled by an employee.
The board decided to hire a part-time (20 hours per week) employee general manager and to use the HTGroup (Taboada) as a consultant.
