According to Article 6 of the Seal Beach City Manager Jill Ingram’s contract, it specifically calls for her evaluation on March 1 of each year. (See below for the exact wording.)
The Sun reviewed the closed session and special meeting agendas of the City Council from the present back to Aug. 9, 2021 and found no more recent record of such an evaluation.
Before the March 11, 2024, City Council District Four Council Member/Mayor Schelly Sustarsic said that the council and Ingram are discussing holding a performance evaluation. Sustarsic acknowledged that it had been a long time since the last city manager evaluation.
After the council meeting, District One Councilman Joe Kalmick said he didn’t remember anything about the evaluation.
It appears that Aug. 9, 2021 is the most recent date on which a public employee performance evaluation of City Manager Jill Ingram appeared on a Seal Beach City Council agenda.
According to the minutes of Aug. 9, 2021, public session of the council, then-City Attorney Craig Steele said the council took no reportable action on the items listed on the closed session agenda.
The Sun also reviewed the agreement between the city government and Ingram. Amendment No. 1, dated Aug. 11, 2014, amended Section 6 to read:
“March 1 of each year or such later date as the parties mutually agree, the City Council shall conduct an evaluation of Employee’s performance. During that evaluation, the City Council and Employee shall mutually establish performance goals and objectives to be met by Employee during the following year. In addition, the City Council shall review Employee’s salary and benefits as part of the evaluation process and may do so at any other time.”
During two recent City Council meetings, resident Hope Horning asked the council to conduct a performance evaluation of Ingram.
District Three Councilwoman Lisa Landau and District Five Councilman Nathan Steele were sworn into office in late February 2023.
