The Monday, April 16, meeting of the Seal Beach Environmental Quality Control Board was cancelled, according to City Clerk Linda Devine.
She said the meeting had been rescheduled to 6 p.m., Wednesday, April 25, in the City Council Chambers.
The meeting would have reviewed the Final Environmental Impact Report on the Bay City Partners’ proposed development of land on First and Ocean.  PDF files for the Final and Draft EIR are available at the city of Seal Beach website. The owners want to build homes on roughly 4.1 acres and provide 6.4 acres of open space, according to the Final EIR.

Critics of the project say they prefer the DWP Specific Plan, which requires 70 percent of the land be open space and 30 percent of the property be the site of a hotel.
The property owners apparently do not believe a hotel would be a financially viable option. The Bay City Partners have applied for a change to the property zoning to allow the construction of residential housing. The City Council recently voted unanimously to remove the property from a list of potential sites for so-called “affordable housing.” The Bay City Partners never intended to build “affordable housing” on the ocean front site.
The DWP Advisory Committee, a Seal Beach commission, is still scheduled to review the Final EIR and make a recommendation on the project Tuesday night, April 17. That meeting will be held at 6 p.m. in the City Council Chambers.
