The City Council recently authorized City Manager Jill Ingram to to enter into an agreement for reimbursement of certain costs to the Seal Beach Police Department under a Homeland Security grant program.
The money would be for the cost of training, vehicles or equipment for the Fiscal Year 2014 Urban Security Intitiative.
According to the staff report prepared by Seal Beach Police Cpl. Michael Henderson, the city manager would have to execute an agreement on behalf of the city in order to obtain the Federal funding.
“The city must enter into an agreement with the City of Anaheim, which is the (Urban Area Security Initiative) core agency for the Anaheim/Santa Ana Urban Area, to facilitate the transfer of Homeland Security Grant Funds,” Henderson wrote.
According to his report, Seal Beach is eligible for the funds and located in the Anaheim/Santa Ana Urban Area.
“The City of Seal Beach city manager must be designated by resolution to execute any actions necessary, on behalf of the City of Seal Beach, to obtain grant funds through the Homeland Security Grant Program,” Henderson wrote.
“The City of Seal Beach may receive UASI grant funds in the form of training, equipment or support,” he wrote.
“There is no designated funding allotment at this time. In the past, Seal Beach has applied for, and received, funding from the UASI grant,” he wrote.
The City Council approved the resolution as part of the Consent Calendar at the council’s Monday, Feb. 9, meeting. Consent Calendar items are approved collectively and usually without discussion unless removed from the Consent Calendar.

Disturbance, Noise—10:30 a.m.—10th Street—The caller said a man was pacing back and forth in the alley to the rear of the location, talking loudly (possibly on his Bluetooth or cell phone). The caller said he sounded angry. Police unit M7 contacted the man and advised him about creating a disturbance. He told police he would comply.
Wednesday, February 4
Transient—9:17 a.m.—Bolsa Avenue—The caller said a man (who the caller apparently described as a transient) was setting up camp near the dumpster at the wall and the electrical box. Police unit M7 contacted the man in question and advised him that camping is not allowed in Seal Beach.
Thursday, February 5
Patrol Check—6:53 p.m.—Fathom Avenue—The caller heard loud exploding noises and wanted to know where the sound came from. A second caller provided a possible direction from which the noise came. Police unit 207 advised that there was a fireworks show in Long Beach. The disposition of the incident was left on the caller’s voice mail.

Vehicle Burglary—5:21 a.m.—Dogwood Avenue—The crime apparently occurred between 10:30 p.m., Thursday, Feb. 5, and 5:20 a.m., Friday, Feb. 6. Point of entry: unknown. Loss: a bike valued at approximately $4,000. Report taken.

Animal Information—7:18 a.m.—Ocean Avenue—The caller reported an unspecified number of baby seals on the west side of the Seal Beach Pier. Referred to the Marine Safety (Lifeguard) Department.

Petty Theft—9:39 a.m.—Dogwood Avenue—Sometime during the night, someone took a briefcase, iPad and projector from the caller’s car. The car may have been unlocked. Report taken.

Tuesday, January 13
Suspicious Occupied Vehicle—6:20 a.m.—Bloomfield Street and Farquhar Avenue—The caller reported a light colored large truck that was low to the ground had been seen driving in the area slowly, and that the driver watched the caller while she was loading her trunk. It then pulled into the driveway of the old Navy housing at Cottonwood Park.
The vehicle then turned around and turned its lights off while still in the driveway. Patrol determined it was a construction crew waiting for their boss to open the gate. The crew will demolish approximately eight buildings. No further police services were necessary.
Transient—1:49 a.m.—Katella Avenue—The caller reported a woman described as a transient being argumentative. She was described as 50 years old with a short build. The caller said the employees had asked her to leave several times, and that she was last seen southbound on Los Alamitos Boulevard from Katella Avenue, pushing a baby stroller with no baby in it. Patrol contacted the woman at Chase Bank, and she was yelling on the sidewalk but said she’d stop.
Dog Attack—7:57 p.m.—Cherry Street—The caller reported her son was walking their poodle on a leash when a brownish black medium dog, possibly a pit bull, came out of a house on Reagan Street, and attacked their dog. The owner of the other dog tried to break them apart, and the caller ran off with his dog. It is unknown if the owner of the other dog got his dog back into the house.
Wednesday, January 14
Burglary Report—9:58 a.m.— Katella Avenue—The caller reported a burglary over night between the hours of 6 p.m., Tuesday, Jan. 13, and 9:30 a.m., Wednesday, Jan. 14. Point of entry: a back door pried open. The office door was pried open as well. Loss: Unknown. Report taken.
Road Rage—11:41 a.m.—Bloomfield Street and Katella Avenue—The caller reported being followed by an individual in a white Ford. The caller was directed to the police department. The subject has been following the caller since Cerritos Avenue and Valley View Street. The caller made a few loops in the area and the other driver had been following ever since. The suspect was honking at the caller still. The suspect then pulled in front of the caller’s car then turned northbound on Walnut Street. The caller contacted patrol in the Los Alamitos Police Department’s west parking lot.
The caller just didn’t want the suspect following him. Nothing further was desired.

The caller believed they were running because they did something “inappropriate.” The caller also saw a couple cars driving back and forth up the street as if looking for the individuals that the caller saw running. Deputies determined no crime had occurred.
