Crime Log: Seal Beach man arrested on suspicion of assaulting a woman with a golf club

On Wednesday, July 25, Seal Beach Police officers arrested Christopher Kensinger, 42, of Seal Beach, on suspicion of assaulting a woman with a golf club. Officers responded to the 100 block of First Street regarding a report of an assault.

Witnesses reported seeing a man, later identified as Kensinger, attack a woman with a golf club. Kensinger was also reportedly seen breaking the windows of parked cars.

Officers saw Kensinger walking near the intersection of First Street and Central Avenue. Kensinger fled on foot, but was detained after a short foot pursuit. Kensinger resisted arrest and was eventually placed in custody after a brief struggle. During the struggle, part of a front yard fence was knocked down. The resident of the house was not present at the time. No officers were injured during the altercation. The injuries to the victim of the golf club attack were not life-threatening. Kensinger was arrested on suspicion of assault with a deadly weapon, vandalism, and resisting arrest.

Counseling (Priority 3 call)—7:13 a.m.—Annandale Drive (Leisure World, Mutual 1)—The caller said her neighbors were all teaming up to disturb her. She was whispering on the line and stating they were yelling. As of 7:19 a.m., Leisure World Security was also en route. Police unit 106 apparently provided counseling. Incident response time: 11 minutes 49 seconds.

Municipal Code Complaint (Priority 3 call)—8:22 a.m.—Seal Way (Old Town)—The caller complained about construction work on the holiday. Someone was doing construction work on apartments at the location. Police unit 107 was on-scene for 3 seconds. Incident response time: 7 minutes 5 seconds.

Car Burglary (Priority 3 call)—8:56 a.m.—Seal Way (Old Town)—The caller reported that someone had ransacked the caller’s car between 11 p.m., Tuesday, July 3, and the time of the call to police. Loss: unknown so far. Incident response time: 5 minutes 48 seconds. Police unit 107 was on the scene for 6 minutes 42 seconds.

Auto Theft (Priority 3 call)—9:29 a.m.—Wisteria Street (College Park East)—The caller’s car was missing. The caller did not know if it had been towed or stolen, but believed it had been stolen. As of 9:31 a.m., the caller had found the car’s license plate. The car had not been towed. The caller said a neighbor had a security camera. The caller said a suspect arrived at the scene on foot and the car was driven away at 1:12 a.m. Police took another crime report for car burglary from the same location and victim. Incident response time: 18 minutes 43 seconds. Police unit 106 was on scene for 1 hour 11 minutes 30 seconds.

Traffic Collision with Injuries (Priority 1 call)—11:19 a.m.—Old Ranch Parkway and Seal Beach Boulevard—The caller, relaying second hand information, reported a collision between a car and a motorcycle. Paramedics were notified. The Orange County Fire Authority was on-scene by 11:24 a.m. Six police units were apparently assigned to the call, though five actually arrived. Arrival and response times varied by individual unit. Police unit 447 shut down the no. 1, 2 and 3 southbound lanes at Lampson Avenue. Police unit 107, one of the back up units, requested a tow truck for the motorcycle. The primary unit was M6, which arrived at the scene at 11:27 a.m. Incident response time: 5 minutes 19 seconds. Unit M6 was on-scene for 2 hours 48 minutes 2 seconds, the longest time of all five units that worked on the call.

Disturbance (Priority 2 call)—12:12 p.m.—Pacific Coast Highway and First Street—The caller reported a man carrying an ax and a crowbar and hitting the railing as he walked by. Long Beach Police had also been notified and were enroute. As of 12:15 p.m., the man in question was on the bike path. Police unit 107, the primary unit, contacted a possible suspect at 12:22 p.m. However, that person had a cane and police determined he was OK. Police unit 107 contacted another suspect at 12:25 p.m., but determined he was OK. Police units S20 and M7 contacted the right man at 12:26 p.m. The man was cooperative and left the area. In all, five units appeared to have been assigned to the call. Incident response time: 7 minutes 58 seconds.

Municipal Code Complaint (Priority 3 call)—12:54 p.m.—Dolphin Avenue (Old Town)—The caller complained about construction at the location. Based on the close code for the call, police unit 107 apparently advised someone about the noise complaint. Incident response time: 4 minutes 17 seconds.

Fraud—1:15 p.m.—St. Andrews Drive and Golden Rain Road—An individual walked into the lobby of the Seal Beach Police Department to report fraud. There was a language barrier between the reporting person and the police.

Patrol Check (Priority 3 call)—1:19 p.m.—11th Street and Ocean Avenue (Old Town)—The anonymous caller reported that a lemonade stand had been set up at the location. The caller said parents were out there, not children. Police unit M7 was apparently dispatched at 1:25 p.m. However, unit 943 had already been at the location. The officer advised dispatch that parents and children were both present and no further law enforcement services were required. Unit 943 was on-scene for 45 seconds.

Pedestrian Check—2:24 p.m.—Ocean Avenue (Old Town)—Police unit 945 contacted four individuals on the east side of the Seal Beach Pier, just south of the 10th Street beach lot. Police unit 945 determined they were OK. Unit 945 was on-scene for 1 minute 13 seconds.

Disturbance (Priority 2 call)—2:44 p.m.—Westminster Avenue—The caller said a passenger was causing a disturbance and threw up in the car. Police units 106 and 107 were en route as of 2:45 p.m. At 2:46 p.m., police pulled the car over. By 2:54 p.m., the father had showed up and packed up the kids. Incident response time: 5 minutes 56 seconds.

Disturbance (Priority 2 call)—2:46 p.m.—Ocean Avenue (Old Town)—The caller said a man was yelling at people as he passed by, stating he was the devil. The caller speculated that he might be under the influence. Police unit 943 reported that the man was down on the sand at 2:55 p.m. Police unit 940 spoke with the man at 3 p.m. At 3:01 p.m., two young children flagged down police units to advise police that the man reportedly threatened to harm them. Police arrested Job Torres on suspicion of public intoxication and also arrested him on a warrant alleging the same offense. In all, three units apparently participated in the call. Incident response time: 14 minutes 18 seconds.

Fireworks (Priority 4 call)—3:04 a.m.—12th Street and Ocean Avenue (Old Town)—The caller reported hearing two M-80s in the area, possibly coming from the ocean side of Ocean Avenue. Police unit M6 was at or near the location. Police were unable to locate the source of the reported fireworks. Incident response time: 1 minute 55 seconds.

Disturbance (Priority 2 call)—4:27 p.m.—Ocean Avenue—The caller said a man was harassing people on the pier. The caller speculated that he might be under the influence. In all, four units apparently arrived at the scene. The first unit, 107, arrived at 4:39 p.m. Police arrested Keniseli Laulu on suspicion of public intoxication. Incident response time: 11 minutes 54 seconds.

Municipal Code Complaint (Priority 3 call)—5:46 p.m.—Third Street and Ocean Avenue—The caller said a car was stuck in the sand. Three police units responded. The first unit to arrive, 945, was at the scene at 5:48 p.m. As of 6:24 p.m., a tow truck was en route with an estimated time of arrival of 45 minutes. Police unit 945 was on-scene for 35 minutes 59 seconds. Incident response time: 1 minute 39 seconds.

Burglary Report (Priority 3 call)—7:10 p.m.—Pelorus Avenue (Naval Housing)—The Naval Weapons Station dispatch reported a residential burglary. Point of entry: window. Loss: unknown. Police unit 207 was on-scene for 58 minutes 32 seconds. Incident response time: 6 minutes 59 seconds.

Municipal Code Complaint (Priority 3 call)—8:40 p.m.—Ocean Avenue (Old Town)—The caller said a white SUV was out on the sand. The caller said it didn’t look like a lifeguard truck. The caller was concerned that they were stuck. This was a Priority 3 call. Police units 940 and 941 were en route as of 8:43 p.m. The car was off the sand by 9:16 p.m. The driver was cited. Incident response time: 15 minutes.

Fireworks (Priority 4 call)—8:44 p.m.—Avalon Drive (the Hill)—The caller reported fireworks in the area. The caller saw two or three juveniles near the driveway going into the park. A second caller said the gate to the park was open and an individual was setting off fireworks. However, police unit S23 apparently determined the fireworks report was unfounded. Police found parents and kids in the area. Incident response time: 27 minutes 51 seconds.

Fireworks (Priority 4 call)—8:54 p.m.—12th Street and Ocean Avenue—The caller reported mortars, possibly coming from the area of 10th Street and Seal Way. A second caller said the fireworks were coming from the alley behind Seal Way. Police units 943 and 944 were in the vicinity at the time. Police apparently contacted the man responsible for the fireworks and advised him that fireworks are illegal in Seal Beach. Incident response time: 2 minutes 27 seconds.

Fireworks (Priority 4 call)—10:01 p.m.—Surfside Avenue (Surfside Colony)—Surfside security advised police that fireworks were being set off in front of the location. Police unit 206 was unable to locate anything or anyone suspicious. Incident response time: 27 minutes 58 seconds.

Disturbance, Family (Priority 2 call)—10:06 p.m.—Heather Street (College Park East)—The caller reported a disturbance involving a man and a woman. According to the caller, the woman appeared to be drunk. The caller said the disturbance had been going on for 15 minutes. At 10:16 p.m., the caller was back on the line and said another group of individuals calmed down the couple and they all left. Police unit 206 was unable to locate the people in question. Incident response time: 10 minutes 28 seconds.

Prowler (Priority 1 call)—11:24 p.m.—Harvard Lane (College Park West)—The caller reported an unknown person in the caller’s back yard, knocking on the caller’s window. The caller wasn’t expecting visitors and no one should be in the yard. The caller had no animals in the yard. No description of the suspect. The caller did not go to the window and did not call out to anyone when the suspect was knocking on the window. Two units responded. Police checked and cleared the yard. Report taken. Incident response time: 6 minutes 48 seconds.

Thursday, JULY 5

Suspicious Occupied Car (Priority 2 call)—12:07 a.m.—Eighth Street Beach Lot (Old Town)—The officer in unit S21 thought people in a car were setting off fireworks. However, it turned out the people in the car were lighting transcripts on fire.

Traffic Stop (Priority 4 call)—12:14 a.m.—Pacific Coast Highway and Main Street (Old Town)—Police unit 206 stopped a car. In all, three police units responded to the call, with unit 241 providing assistance and S21 providing back up. Police arrested Elizardo Campos on suspicion of driving under the influence of alcohol.

Fireworks (Priority 4 call)—12:38 a.m.—Pansy Circle (College Park East)—The caller said five male juveniles were on the roof of a home, lighting off fireworks. The suspects were gone when police unit 207 arrived. Incident response time: 11 minutes 58 seconds.

Welfare Check (Priority 2 call)—1:20 a.m.—Main Street (Old Town)—The caller said a woman was passed out in front of the location. The caller said a man was with the woman, but didn’t look like he could take care of her. Police units S21 and 207 determined that the woman was drunk, but did not need law enforcement services. Incident response time: 5 minutes 54 seconds.

Traffic Stop—1:51 a.m.— Main Street (Old Town)—Police unit S21, assisted by unit 207, stopped a car. The driver was cited for having an open container of alcohol.

Suspicious Person (Priority 2 call)—4:38 a.m.—Seal Beach Boulevard—The caller reported a man with a flashlight walking toward cars in the parking lot. He left behind a backpack and other belongings on a table. Police units 206 and 241 contacted the man in question and determined he was OK. Incident response time 7 minutes 7 seconds.

Traffic Hazard (Priority 2 call)—6:28 a.m.—Pacific Coast Highway—The caller reported a large box and microwave in the northbound lanes of Pacific Coast Highway, just before one of the bridges. The hazard was apparently removed. One unit responded. Incident response time: 14 minutes 7 seconds.

Municipal Code Complaint (Priority 3 call)—6:59 a.m.—First Street—The caller reported a man sleeping on the beach, just south of Lifeguard Tower no. 8. The caller speculated that he might have camped overnight. Police unit 107 was unable to locate the man on the beach. Incident response time: 18 minutes 48 seconds

Disturbance (Priority 2 call)—7:45 a.m.—First Street—The caller said a woman carrying a suitcase was yelling and walking past the leasing office at the location. According to the caller, she kept walking back and forth from the leasing office to the bus stop. Two units responded, but police apparently determined that no further law enforcement services were required. Incident response time 10 minutes 59 seconds.

Suspected Car Burglary (Priority 3 call)—8:11 a.m.—Electric Avenue (Bridgeport)—The caller reported what the caller believed to be a car burglary between 9 p.m., Wednesday, July 4, and 8:10 a.m., Thursday, July 5. Police determined that the car had been unlocked—meaning there was no car burglary—and papers were taken out of the glove box. One unit responded. Incident response time 6 minutes 1 second.

Petty Theft Report (Priority 3 call)—9:22 a.m.—16th Street (Old Town)—The caller reported the theft of two bags of clothes from a car. The crime apparently occurred on Tuesday, July 3. Police unit 107 was apparently near the scene at 9:27 p.m., as the unit arrived 30 seconds after it was en route. Incident response time: 5 minutes 5 seconds.

Auto Theft (Priority 3 call)—9:55 a.m.—Marina Drive (Old Town)—The caller reported last seeing the car the previous morning. Police unit 107 took the report. At 11:16 a.m., the Los Angeles Sheriff’s Department in Norwalk notified the Seal Beach Police Department that the car had been located. It was not damaged, no plates were missing and a suspect was in LASD custody. The car was released in the field to the registered owner. Incident response time: 18 minutes 39 seconds.

Traffic Stop—10:08 a.m.—Pacific Coast Highway and Anderson Street—Police unit M6 stopped a car. Unit 942 assisted. Police arrested Troy R. Usleton on suspicion of possession of illegal drug paraphernalia.

Counseling (Priority 3 call)—10:21 a.m.—North Gate Road—The caller reported being scammed twice on a room rental website. Police unit 106 counseled the caller. Incident response time 16 minutes 6 seconds.

Petty Theft Report (Priority 3 call)—10:38 a.m.—Ocean Avenue (Old Town)—The caller reported theft of an iPod and sunglasses from a possibly unlocked car. At 10:43 a.m., the caller decided not to have police respond as she had to go to another location. At 10:53 a.m., the caller called back to request an officer. Police unit 107 took a report. Response time 41 minutes 43 seconds.

Suspicious Person (Priority 2 call)—12:55 p.m.—Marvista Avenue (The Hill)—The caller reported a man with no shoes walking westbound on Mar Vista. The caller believed the individual might be casing the area and might be under the influence of drugs. Police unit 942 was en route at 1 p.m.; unit M6 en route at 1:01 p.m. Unit M6 contacted the man in question on Catalina. He told police he was lost. He checked out OK. He was redirected to Pacific Coast Highway and would be leaving the city. Incident response time: 8 minutes 48 seconds.

Fraud—1:25 p.m.—St. Andrews Drive (Leisure World, Mutual Unknown)—A Leisure World resident went to police headquarters to report that someone had accessed the resident’s checking account and withdrew money. The details were blacked out in the log.

Animal Welfare (Priority 3 call)—2:19 p.m.—Main Street (Old Town)—The caller reported three dogs inside a car with the windows partially cracked open. Police unit 107 was en route at 2:24 p.m. and arrived at 2:20 p.m. Police unit 107 found the car, but no dogs were inside the car at that time.

Disturbance (Priority 2 call)—4:32 p.m.—Pacific Coast Highway (Old Town)—The caller said a man was refusing to leave. The caller said he had been asked to leave numerous times. He had reportedly been loitering in the area for the past 30 minutes. He told the caller he was affiliated with the salon next door, but the caller checked and they didn’t know him. As of 4:35 p.m., a couple of male employees escorted him out of the business, but now he was loitering outside. As of 4:40 p.m., he had reportedly left. According to the log, police unit 107 passed him at Landing and 12th Street. Police unit 107 was was unable to locate the suspect. Incident response time: 6 minutes 24 seconds.

Pedestrian Check (Priority 3 call)—5:31 p.m.—Ocean Avenue (Old Town)—Police unit 941 stopped a pedestrian. Police unit 941 assisted. Based on warrants, police arrested John Lim on suspicion of misdemeanor arson and misdemeanor possession of illegal drug paraphernalia.

Robbery (Priority 2 call)—7:10 p.m.—Seal Beach Boulevard—The caller reported a strong-arm robbery. She was thrown to the ground and the suspect took her cell phone. Four police units responded to the call. Report taken. Incident response time: 3 minutes 51 seconds.

Disturbance (Priority 2 call)—7:32 p.m.—Main Street (Old Town)—The caller said a man in front of the location was threatening people. Police unit 940 contacted the man. He told police he wanted to leave Seal Beach. Police unit 940 followed his car as he left the area. Incident response time: 4 minutes 33 seconds.

Disturbance, Fight (Priority 2 call)—11:36 p.m.—Old Ranch Parkway—The caller said two men were physically fighting. The two men were in the company of a woman and a child. At 11:37 p.m., the caller said it was a verbal fight only. Police unit S21 was at or near the scene at 11:56 p.m. Unit S21 determined it was a fight between a father and son. The son was last seen going southbound toward North Gate Road. The father was on the overpass. Police unit S21 checked with employees at the location to make sure everyone was OK. Police unit 241 determined that Uber picked up the father. Incident response time: 4 minutes 56 seconds.

Counseling (Priority 3 call)—11:53 p.m.—Interlachen Road (Leisure World, Mutual Unknown)—The caller reported receiving text messages from someone saying they want to see her. The caller said this person had all her information, but the caller didn’t know who the person was and requested an officer. Police unit 241 provided counseling to the caller. Incident response time 7 minutes 43 seconds.

Friday, JULY 6

Hit and Run, Parked Car (Priority 3 call)—12:08 a.m.—El Dorado Drive (Leisure World, Mutual Unknown)—The caller’s car was hit by a vehicle driven by a Leisure World resident at about 10:45 p.m., Thursday, July 5. The caller reported seeing this and seeing the driver of the suspect car get out and walk quickly into his home. Security was out with the caller and the other resident was not answering his phone. Police unit 241 apparently determined that the other driver was attempting to parallel park when the accident took place. Incident response time 7 minutes 24 seconds.

Disturbance, Family (Priority 2 call)—1:54 a.m.—First Street—The first caller said someone whose name was blacked on in the log slammed the caller on the floor. A second caller named John said a woman keeps following him. John said she might have a screwdriver as she tried to pop his car tires 30 minutes earlier. Three police units responded. Police arrested both the man and the woman. Police arrested John Alexander Ramirez on suspicion of felony domestic violence. Suspicious Circumstances (Priority 2 call)—3:24 a.m.—First Street—The caller saw a woman breaking into a car. The caller said the woman walked away when the car alarm went off. The caller thought the back window of the car was shattered. Two units responded. The suspect turned out to be the woman from the Family Disturbance call on First Street that was reported at 1:54 a.m. The log specifically referred to the disturbance call. Friday, July 6

Attempted Car Burglary (Priority 3)—6:19 a.m.—First Street—The caller said someone tried to smash the window of the caller’s car. The suspect did not enter the car. No suspect information. One unit responded. Incident response time: 40 minutes 16 seconds.

Drugs (Priority 2)—6:32 a.m.—Ocean Avenue and Dolphin Avenue (Old Town)—The caller said a man was “shooting up” in the alley. Police were unable to locate the man in question. Two units responded or were made available to respond. Incident response time: 9 minutes 8 seconds.

Animal Welfare (Priority 3)—7:16 a.m.—Seal Beach Boulevard—The caller said a dog was locked inside a car and appeared to be in distress. The caller checked inside the location and no one there knew the identity of the owner of the car. Police unit 106 checked and determined that the dog was OK. One unit responded. Incident response time: 11 minutes 21 seconds.

Municipal Code Complaint (Priority 3)—9:53 a.m.—Central Avenue (Old Town)—The caller said an oversized truck had been parked in the area for the previous 10 days. The car was marked on the day shift and the caller requested that police check the car later for an oversized citation. Police were unable to locate the truck. Police unit 207 was en route at 2:1o p.m., July 7. Incident response time: 16 hours 18 minutes 38 seconds.

Patrol Check (Priority 3)—11:17 a.m.—First Street—The caller said five men were banging on the door of an apartment. The caller didn’t believe the five men were associated with the resident of the apartment. The caller reported the matter to police volunteers and asked for an officer to check the area. Police unit 141 found that the entire building was under construction. Police were unable to locate the five men the caller had originally reported. Police found 40 to 50 workers present, replacing front doors at the location. Two units responded or were made available to respond. Response time: 6 minutes 35 seconds.

Parking Issue (Priority 4)—5:16 p.m.—First Street—The caller said a delivery truck parked in the alley had been blocking the caller’s garage for the previous hour. Police were unable to locate the delivery truck. One unit responded. Incident response time: 17 minutes 21 seconds.

Welfare Check (Priority 3)—5:30 p.m.—Seal Beach Boulevard—The caller said a possibly drunk man was walking in traffic on the northbound side of Seal Beach Boulevard, south of Boeing. Naval Weapons Station dispatch, relaying second hand information, said he was walking in and out of traffic. As of 5: 33 p.m., there were no units available. A minute later, a unit was available. Police unit 940 arrested Michael Parido on suspicion of public intoxication. One unit responded. Response time: 20 minutes 36 seconds.

Transient (Priority 3)—7:08 p.m.—Pacific Coast Highway (Old Town)—The caller said a man was setting up camp on the side of a business off Seal Beach Boulevard. The caller was a customer of the business. The caller said an employee had already asked the man to leave. Police unit 940 advised dispatch that unit 940 had previously contacted the man and would again advise him against setting up camp. As of 7:14 p.m., the man was leaving the area on foot. One unit responded. Incident response time not provided. However, unit 940 was en route as of 7:11 p.m. and was clear for other calls as of 7:14 p.m.

Fireworks (Priority 4)—8:26 p.m.—Welcome Lane (Seal Beach Shores)—The caller said fireworks were going off at the community center in the trailer park. A second caller said she could see an unspecified number of juveniles near the trailer park office, lighting the fireworks. Police apparently advised the juveniles against lighting fireworks. Two units responded or were made available to respond. Incident response time: 10 minutes 37 seconds.

Traffic Stop (Priority 4)—8:37 p.m.—Seal Beach Boulevard and Electric Avenue (Old Town)—Police unit 940 stopped a car. Based on a warrant, police arrested Christopher Carver on suspicion of driving on the wrong side of the road. Two units responded or were made available to respond.

Suspicious Car (Priority 3)—10:34 p.m.—Pacific Coast Highway (Old Town)—The caller reported a pick-up truck with the keys in the ignition and no one around the car. The caller checked at a nearby location, but the owner of the car was unknown. As of 10:44 p.m., police had learned the identity of the pick-up truck’s owner and the owner’s workplace. Police units were en route to check the cars and give the keys to the owner. Two units responded or were made available to respond. Incident response time: 7 minutes 34 seconds.

Welfare Check (Priority 2)—11:33 p.m.—Seal Way (Old Town)—The caller could hear a woman or girl yelling for help. The caller hadn’t seen anything. The caller could only hear the yelling. According to the caller, the noise was coming from near the volley ball area on the sand. A second caller advised that she had been yelling for the past 10 minutes. The second caller said she was screaming, “Help.” As of 11:41 p.m., police unit 241 had contact with the woman. It turned out she had been drinking. However, she appeared to be OK. Police escorted her home. Four units responded or were made available to respond. Incident response time: 4 minutes 22 seconds.

Saturday, July 7

Welfare Check (Priority 2)—2:55 a.m.—College Park Drive and Harvard Lane (College Park West)—The caller said a woman was lying on the curb with her legs in the road. The caller said she was not moving and speculated she might be asleep. Police determined she was OK. Two units responded or were made available to respond. Incident response time: 6:28 p.m.

Found Property (Priority 4)—3:06 a.m.—Main Street (Old Town)—The caller said a customer left a duffle bag at the business. When the caller checked inside the duffle bag for the customer’s identification, he found needles inside. However, police determined the needles and syringes were for prescribed medication. Police determined there was no contraband inside the bag. The caller said he would hold the bag for when the customer returned. Two units responded or were made available to respond. Incident response time: 30 minutes 38 seconds.
