Wednesday, August 8

Transient (Priority 3)—6:32 a.m.—Main Street (Old Town)—The caller said a man who had been escorted off the property in the past was now outside the business, looking into the windows. The caller expressed concern because the man had created disturbances in the past.

The call was dispatched at 6:43 a.m. Police unit 107 contacted a man who apparently matched the description of the individual in question at Pacific Coast Highway and First Street. The officer apparently counseled him to leave the business alone. Incident response time: 17 minutes 21 seconds.

Welfare Check (Priority 2)—7:37 a.m.—Seal Beach Boulevard and St. Andrews Drive—Twenty minutes prior to the call to police, the caller was on a walk when the caller saw a man either sleeping or passed out in an alcove near an office. As of 7:43 a.m., no units were available. As of 7:58 a.m., police unit 106 was en route. Police were unable to locate the man in question. Although the log did not provide an incident response time for this call, the log reported that unt 106 was clear to handle other calls at 8:11 a.m.

Petty Theft (Priority 2)—7:57 a.m.—Pacific Coast Highway and First Street—The caller reported witnessing the theft of a bicycle from an apparently transient person. The caller was following the suspect while speaking with the police. The caller said the theft took place in the area of Studebaker and Pacific Coast Highway. At 8:01 a.m., the caller said it was not known if the person the caller was following was responsible for the bike theft. At 8:02 a.m., police unit M7 contacted the man with the reportedly stolen bike at First and Pacific Coast Highway. At 8:08 a.m., police unit M7 contacted the victim of the bike theft at or near Studebaker and Pacific Coast Highway. At 8:10 a.m., the victim was en route to collect the bike. The victim did not want to prosecute. As of 8:19 a.m., the bike was returned to its owner and police unit 107 apparently interviewed the suspect in the field. Police unit S24 assisted M7 and 107. Incident response time: 3 minutes 12 seconds.

Welfare Check (Priority 2)—12:2 p.m.—Pacific Coast Highway—The caller reported a woman moaning and possibly under the influence. She was under the bus bench on the corner. Police determined the woman in question did not need police services and she checked out OK. Police units 106 and 107 responded. Incident response time: 5 minutes 26 seconds.

Fraud Report (Priority 3)—12:38 p.m.—Riversea Road—The caller allowed someone to remotely access her computer, including bank account information. Her computer was now locked. At 1:05 p.m., she told dispatch she would go home to wait for a police unit. Police unit M7 was en route at 2:04 p.m. and arrived at 2:14 p.m. Report taken. Incident response time: 1 hour 36 minutes 15 seconds.

Suspicious Person (Priority 2)—12:38 p.m.—Pacific Coast Highway—The caller reported stopping a woman from leaving the store with a bag containing several cans of baby formula. As of 12:40 p.m., she was getting into a car with a man behind the steering wheel. As of 12:41 p.m., the caller pointed out the car to police. Police units 106 and 107 handled the call. Police arrested Brandy Celis on suspicion of false personation (misrepresenting their identity) and arrested Yonic Serafin Patino on suspicion of possession of illegal drug paraphernalia.

Car Burglary (Priority 2)—12:42 p.m.—Crestview Avenue (The Hill)—The caller’s husband was in a truck, chasing a suspected car burglary in a sedan. The suspect took items out of the bed of the caller’s trunk. The caller did not know the loss at the time (12:43 p.m.) The caller provided police with a description of one of two suspects. Police units M7 and S24 responded to the call. Police were unable to determine if any property had been lost. The caller did not desire a report. Incident response time: 6 minutes 31 seconds.

Petty Theft Report (Priority 3)—1:13 p.m.—Fifth Street (Old Town)—The caller said someone stole a Ridley Road bike from an open garage sometime in the previous two weeks. Police unit 107 was en route at 2:01 p.m. and arrived at 2:07 p.m. Report taken. Incident response time: 53 minutes 43 seconds.

Drunk (Priority 2)—6:08 p.m.—Seal Beach Boulevard and Towne Center Drive—The caller said a man was stumbling and falling at the location. She said he was swimming with his clothes on and talking to children in her condominium complex earlier that day. As of 6:12 p.m., he was almost falling into the street. As of 6:14 p.m., police unit M7 contacted the man. As of 6:40 p.m., police unit 206 was taking him home. A third police unit was available for back up but apparently did not participate in the call. Incident response time: 5 minutes 48 seconds.

Thursday, August 9

Suspicious Occupied Car (Priority 2)—8:50 a.m.—Westminster Avenue—The caller said an RV was taking up multiple spaces and was leaking something. The caller also said someone might be living in it. The caller speculated that the car was occupied at the time of the call because the blinds were shut. Police unit 107, backed up by unit 106, interviewed the occupant of the RV in the field. Incident response time: 9 minutes 9 seconds.

Found Property (Priority 4)—12:32 p.m.—Seal Beach Boulevard—An individual found a bundle of passports and identification. The individual brought them to the lobby of Seal Beach Police Headquarters. As of 12:38 p.m., the individual left the station. The individual left the items with records staff. Police unit 106 was en route at 12:38 p.m. and arrived at 12:44 p.m. Report taken. Incident response time: 11 minutes 57 seconds.

Disturbance (Priority 2)—12:44 p.m.—Main Street (Old Town)—The caller said a transient man had been creating a disturbance in the store. As of 12:45 p.m., he was walking down Main Street, yelling at passers by. Police unit M7 responded, though unit 106 was available for back up. Police were unable to locate the man in question. Incident response time: 11 minutes 47 seconds.

Suspicious Occupied Car (Priority 2)—4:06 p.m.—Eight Street and Central Avenue—The caller reported a car in the metered lot next to the fire station. The caller did not know what they were doing there. Police unit 107 was en route at 4:17 p.m., with unit 106 available for back up. By 4:30 p.m., police unit 107 determined that the occupants of the car were waiting for a baby in the car to wake up. No further police services required. Incident response time: 15 minutes 20 seconds.

Animal Welfare (Priority 3)—7:41 p.m.—Central Way and First Street—The caller said a dog was chained in an empty lot with a chain linked fence. Police unit 207 was en route at 7:47 p.m. Police were unable to locate the dog. Incident response time: 19 minutes 27 seconds.
