Wednesday, April 6

• Transient (Priority 3)—10:08 a.m.—College Park Drive—Police were told that a transient man had set up a large tent at the park. Police were advised that he had bothered two families, making them leave. Police found a transient man, described as a local in the log, with a bike and trailer tent. According to the log, he was just hanging out in the park. Police found no evidence of a crime.

• Grand Theft Report (Priority 3)—11:09 a.m.—Pacific Coast Highway—During the 30 minutes prior to the call, someone stole a green XL touring bike belonging to the reporting person. The value of the property was blacked out in the log. However, California law defines grand theft as the taking of cash or property worth $950 or more. Report taken.

• Medical Aid (Priority 1)—11:25 a.m.—Seal Beach Boulevard—The reporting person asked for paramedics and disconnected. Dispatchers called back, only to reach voicemail. As of 11:27 a.m., the reporting person was back on the line. He was connected to paramedics. The request was for paramedics for a man who was having problems breathing. He was gurgling. As of 11:28 a.m., dispatch was advised that the patient was 60. As of 11:29 a.m., he was conscious and breathing. Assisted.

• Disturbing Individual (Priority 2)—2:15 p.m.—Seal Beach Boulevard—A man was taking photographs of the reporting person’s child. The reporting person stood by with the man, waiting for officers. As of 2:23 p.m., police contacted the man in question. According to the log, police would contact the man’s parents to advise them of his behavior. Report taken in event of future incidents. According to the log, the man had mental health issues.

• Counseling (Priority 3)—3:10 p.m.—10th Street—The reporting person believed a neighbor on another street had possession of her cat. The cat had been missing for more than a year. Police counseled the reporting person on dealing with a civil issue.

• Transient (Priority 3)—6:50 p.m.—Ocean Avenue—The reporting person said a transient man was on the swings in the park, drinking wine. The reporting person was concerned for children in the park. Police were unable to locate the man in question.

• Fight (Priority 2)—7:05 p.m.—Golden Rain Road (Leisure World)—The reporting person reported a physical fight between two men at a gym. As of 7:07 p.m., Leisure World Security was present with the two individuals. As of 7:36 p.m., police took a Penal Code 242 (battery) report for documentation. However, it appeared that no one wished to prosecute anyone else. Report taken.

• Suspicious (Priority 2)—7:09 p.m.—Electric Avenue and Seventh Street (Old Town)—The reporting person found white powder all over the ground all over the library. The reporting person also reported the white powder at two other locations. The reporting person was concerned the powder could be narcotics. As of 7:29 p.m., police had looked at the white powder. It looked like flour or something similar. It did not appear to be narcotics.

• Suspicious Person (Priority 2)—7:34 p.m.—Main Street (Old Town)—A man was following the reporting person. Reason: unknown. As of 7:38 p.m., the man in question asked the reporting person’s husband for directions but he was acting strange. Police were unable to locate him.

• Disturbing Individual (Priority 2)—Main Street (Old Town)—A man was trying to sit at tables occupied by customers. Another reporting person called policed to say that the man was sweaty and acting suspiciously. As of 8:30 p.m., police were advised that he appeared to be under the influence of something. JAs of 8:33 p.m., police contacted him. As of 8:46 p.m., he was transported to the hospital by fire personnel.

• Suspicious Person (Priority 2)—8:37 p.m.—Ocean Avenue (Old Town)—Three young men, described as 17 to 18 years old, kept coming inside the business. They asked the reporting person if she was alone. As of 8:40 p.m., the reporting person advised that they had been in the location several times. One time they came in and demanded their money back and kicked things over. As of 8:54 p.m., police were present and standing by until the business closed.

Thursday, April 7

• Counseling (Priority 3)—8:24 p.m.—911 Seal Beach Boulevard (Seal Beach Police Department Headquarters)—An individual didn’t understand his ticket and requested clarification.  Log item.

• Grand Theft Report—8:40 a.m.—First Street—Sometime during the night, someone stole a catalytic converter from the reporting person’s car. Report taken.

• Suspicious Person (Priority 2)—11:52 a.m.—Pacific Coast Highway—A man at a bus stop was dancing and acting suspiciously, according to the reporting person. As of noon, police had contacted an individual who was described in the log as a local transient who had mental health issues. Police found no evidence of a crime. The man checked out.

• Transient (Priority 3)—12:55 p.m.—Pacific Coast Highway—A man who was reportedly loitering in the area was standing in a parking stall, blocking the space. He was reportedly talking to customers and employees at the place. The reporting person requested police ask him to move along. He was gone when police arrived.

• Disturbing Individual (Priority 2)—3:59 p.m.—Ocean Avenue (Old Town)—Dispatch was told that a suspect from a previous incident was present again, fighting with the reported victim. As of 4:03 p.m., police contacted both parties. As of 4:23 p.m., police arrested Eliseo Cabrera Lopez on suspicion of grand theft.

• Domestic Violence (Priority 1)—5:40 p.m.—Marina Drive (Bridgeport)—As of 5:41 p.m., police were advised that a man pulled a woman out of a car. At that time, no units were available. As of 5:32 p.m., the subjects of the call were reportedly talking. As of 6:18 p.m., police arrested Kim Wesolek on suspicion of California Penal Code 243(e)(1): battery on a spouse, ex-spouse, date, etc. According to the summary log for that period, Penal Code 243(e)(1) is a misdemeanor.

• Transient (Priority 3)—6:47 p.m.—Seal Beach Boulevard and Electric Avenue (Old Town)—The reporting person said a man was lying behind a bus bench where two movie posters were located.  The reporting person said she saw him digging through the trash earlier, but it had been hours since he moved and the reporting person wanted to be sure he was OK.  As of 7:08 p.m., police contacted him. He was interviewed in the field. Police found that he had been resting. He told police he would be there for the next few hours, but did not plan on staying. Police provided him with an OCTA bus pass.
