The Seal Beach City Council agreements with its two police unions Monday, June 11, 2018. The agreements are effective from July 1, 2017 through June 30, 2020, and come after about a year of negotiations between the city and the Police Officers Assocation and the Police Management Association.
The officers represented by the two groups will receive a one-time bonus of $1,000, as well as a 2.7 percent cost of living increase for fiscal year 2017-18 (which ends June 30) and a 3 percent COLA increase for the next fiscal year, according to the staff report summarizing the agreement.
“Members of the PMA and POA continue to pay the entire 9 percent employee share of their PERS [Public Employee Retirement System] costs, in addition to 3% employer’s share, for a total of retirement contribution of 12%,” the report stated.
The COLA increase for the year after that will be 2 to 3 percent, based on the Consumer Price Index.
Officers will also see their life insurance increased from $50,000 to $75,000, and a $10 increase in their cell phone allowance, according to the staff report.Officers will no longer have to use 40 hours of vacation time to be paid for 80 hours of vacation time.
“Members will also only need to be on the police force for 2 years rather than the current 5 years to be paid for vacation time. Members may elect to be paid up to two times per calendar year,” the report stated.
Officers may also receive educational incentive pay for studying police science or a Police Officer Standards and Training advanced certificate. The amount of which varies according to the number of credits. An officer with 60 units, for example, would be eligible for $175 a month. The Police Officers Assocation represents officers and corporals, while the Police Management Association represents police sergeants, commanders, and the non-sworn position of records supervisor.
