City hires vendor to prepare safety plan for roadways

The council on Monday, Jan. 22, unanimously approved a contract with Minagar & Associates, Inc. to prepare a safety action plan for roadways. The contract is for a maximum of $198,144, plus additional work requests for up to $10,000. The city manager was authorized to execute the contract and the work orders, according to the staff report prepared by Kathryne Cho, deputy director of Public Works/City Engineer.

The council also approved a budget amendment that took $200,000 from the Citywide Grants fund and $50,000 from the Gas Tax fund, according to Cho’s report.

The project budget is 208,144, according to Cho’s report.

Background

“The Bipartisan Infrastructure Law (“BIL”) established the new Safe Streets and Roads for All (“SS4A”) discretionary program with $5 billion in appropriated funds over five (5) years,” Cho wrote.

“The SS4A program funds regional, local, and tribal initiatives through grants to prevent roadway deaths and serious injuries,” Cho wrote.

The program supports local development of a safety action plan “that identifies the most significant roadway safety concerns in a community and the implementation of projects and strategies to address roadway safety issues,” according to Cho’s report.

“On June 12, 2023, City Council adopted Resolution 7417 accepting $200,000 of grant funding, authorizing City matching funds in the total not-to-exceed amount of $50,000 and authorized an agreement between the United States Department of Transportation (“USDOT”) Federal Highway Administration (“FHWA”) and the City of Seal Beach (“City”) to assist with developing a Safety Action Plan (“SAP”) for the City,” Cho wrote.

“On October 10, 2023, staff evaluated the four (4) submitted proposals based on factors that include overall qualifications, relevant experience, engagement, and proposed project scope. The two top-rated firms were invited to participate in virtual panel interviews. Based on thorough reviews of the received proposals, Minagar was identified as the most qualified firm for the project,” Cho wrote.

“Minagar submitted a proposal in a not-to-exceed amount of $198,144 to prepare the City’s SAP (safety action plan).” Cho wrote.
