City hires Holistic System Integration Solutions

Company to help Seal Beach with land management system

The council on Monday, Sept. 23, unanimously approved a contract with a software company helping the city with its land management software system. The vote was 4-0. District Five Councilman Nathan Steele was absent. The contract with Holistic System Integration Solutions is for $5,000.

This was a Consent Calendar item. Consent items are voted on collectively unless a council member pulls one for further discussion. Nothing was pulled.

Term

According to the professional services agreement document, the term of the contract will be from Sept. 1 to Nov. 30 of this year.

Background

In February 2021, the city obtained Tyler Technologies EPL Land Management Software System to centralize the city’s building, planning, engineering, and code enforcement, according to the staff report by Community Development Director Alexa Smittle.

“As a part of that work, the City also contracted with Holistic System Integration Solutions (Holistic) to provide the necessary technological support to this effort, as Tyler Technologies does not provide full support for the transition,” Smittle wrote.

Holistic was “instrumental” in the transition, according to Smittle. The system launched in August 2024, according to Smittle.

“This contract provides $5,000 for Holistic to continue to provide transitional support for a limited period of time, to support system modifications and fixes in coordination with the Tyler

Technologies team,” Smittle wrote.

Money is available in a city fund to cover the cost, according to Smittle’s report.
