The City Council on Monday, July 22, will hold a public hearing on an amendment to the Zoning Code, according to a recent legal notice.
The council will also hold a public hearing on whether to authorize getting Federal funds for the Orange County Enhanced Mobility for Seniors and Individuals with Disabilities Grant, according to another notice published in the same issue.
The notices were published in the July 11 print edition of the Sun.
The July 22 council meeting will start at 7 p.m.
According to both notices, any legal challenges to the proposals may be limited to issues raised at the meeting.

At the Monday, July 15, Planning Commission meeting, Planning Manager Sean Temple said the code amendment was primarily to clean up the code.
The proposed zoning text amendment would correct errors related to residential development, commercial land use, and also update the code to meet state mandates on parking requirements based on Assembly Bill 1308, according to the notice.
“This bill would prohibit a public agency, as defined, from increasing the minimum parking requirement that applies to a single-family residence as a condition of approval of a project to remodel, renovate, or add to a single-family residence, except as specified,” according to the Legislative Council’s Digest at leginfo.legislature.ca.gov.
“By imposing additional duties on local officials, the bill would impose a state-mandated local program,” according to the Digest.
“The bill would include findings that changes proposed by this bill address a matter of statewide concern rather than a municipal affair and, therefore, apply to all cities, including charter cities,” according to the Digest.
“The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement,” according to the Digest.
“This bill would provide that no reimbursement is required by this act for a specified reason,” according to the Digest.

Senior mobility
“Consistent with the FTA 5310 program, the OC EMSD Program is intended to meet the transportation needs of older adults and people with disabilities when transportation services provided are unavailable, insufficient, or inappropriate to meet these needs,” according to octa.net.
The program is restricted to individuals aged 60 or older, according to the published legal notice.
“On May 28, 2024, the OCTA Board of Directors (Board) approved the use of up to $8.5 million for the 2024 EMSD Call for Projects using local funding support based on Federal Transit Administration Section 5310 (FTA 5310) amounts allocated to Orange County,” according to octa.net.
