The City Council approved an agreement to allow OXY USA, Inc. to launch boats from the Seal Beach Pier Monday, Feb. 11. The agreement was part of the Consent Calendar, which is always approved unanimously. Council members did not discuss the matter.
The agreement will bring the city $8,500 a month in revenue that will go into the General Fund, according to a staff report by Assistant City Manager/Public Works Director Sean Crumby.
The decision made OXY the second company to be authorized to launch boats from the city’s iconic pier.
Currently, DCOR launches boats from the pier that take employees to the oil platforms off the city’s shore, according to Crumby’s report.
DCOR contracts the boat service to Southern California Ship Services and OXY officials plan to hire the same company, according to the Crumby report.
“The city has had a positive relationship with So. Cal. Ship Services, and their fleet has been updated to meet current Air Quality Management District standards,” Crumby wrote.
“This agreement will allow OXY USA, Inc. to launch boats from the Seal Beach Municipal Pier during daytime hours between 6 a.m. and 8 p.m.,” Crumby wrote.
However, the company will occasionally land a boat at Seal Beach Pier between 8 p.m. and midnight.
“On those occasions landing may be done, if approved by the city engineer. No landings will occur between the hours of … (midnight) and 6 a.m.,” the report said.
“The contractor understands that they must meet the city’s noise ordinance of the Municipal Code (7.15.015) that limits exterior noise to 50 decibels between the hours of 10 p.m. and 7 a.m.,” the report said. “The agreement also authorizes use of 10 parking spaces within the Eighth Street and Tenth Street beach parking lots.”
Crumby’s report said the Seal Beach-OXY agreement would not have an environmental impact.
“The vendor is required to obtain and keep current all applicable environmental permits,” the report said.
