IN SEAL BEACH
Friday, June 17
• Welfare Check (Priority 2)—10:03 a.m.—Kitts Highway and Pacific Coast Highway—Police received a report of a man sleeping on the dirt, 10 feet from the road, near the Kitts Bridge.
He was on the southbound lane side of the road.
As of 10:10 a.m., police determined he was OK and the man was finishing his walk.
• Illegal Dumping (Priority 3)—11:19 a.m.—Lampson Avenue—Police received a report of hazardous materials being dumped.
(Illegal dumping was the subject of last week’s “Briefing Room” column.)
However, officers didn’t find any hazardous items. As of 2:57 p.m., police determined that officers were originally given the wrong address.
Officers later contacted Public Works and located the hazardous items.
Report taken. Night shift advised of extra patrol checks.
• Vehicle Burglary (Priority 3)—12:09 p.m.—Old Ranch Parkway—The crime occurred during the 15 minutes prior to the initial report to the police.
Someone broke into a truck and took four packages of cell phones.
No suspect information. Report taken.
• Traffic Hazard (Priority 2)—12:14 p.m.—Pacific Coast Highway and Phillips Street—Police received a report of a man walking northbound in the roadway.
As of 12:15 p.m., a second reporting person told police that he was walking in the traffic lanes and appeared to be “out of it.” He was reportedly holding up traffic.
As of 12:23 p.m., police contacted an individual going northbound on Pacific Coast Highway. He was just walking in the bike lane. He was offered services. He declined.
• Suspicious Person (Priority 2)—5:57 p.m.—Pacific Coast Highway—A man was reported running around inside a store with his pants down and screaming for help. Police were advised he appeared to be under the influence.
As of 5:59 p.m., he was reported running through the floral department. As of 6:01 p.m., police contacted him. Police arrested Stosh Stephens on suspicion of public intoxication.
As of 6:51 p.m., he requested medical attention for narcotic-related symptoms according the June 17 log.
As of 7:16 p.m., he was cited and transported by the Orange County Fire Authority.
Saturday, June 18
• Suspicious Person (Priority 2)—7:26 p.m.—Pacific Coast Highway and Main Street (Old Town)—A man on a bike was reportedly checking door handles on Main Street.
Police were unable to locate him.
• Disturbing Juveniles (Priority 3)—8:20 p.m.—Schooner Way (Bridgeport)—The reporting person said five juveniles on electric scooters were in Schooner Park.
The reporting person said they shouldn’t be on the property. As of 8:31 p.m., police found the juveniles were riding their e-bikes in the park.
They were wearing helmets and had proper lighting equipment.
Sunday, June 19
• Disturbing Juveniles (Priority 3)—5:26 p.m.—Schooner Way and Dory Way (Bridgeport)—The reporting person accused juveniles on e-bikes of attempting to steal a shovel that was in the park. The reporting person put the number of juveniles at six.
The reporting person requested contact. As of 6 p.m., according to the log, police determined that the reporting person left his shovel in the park and kids had been using it.
The kids rode their e-bikes in the park and jumped over the concrete hump.
The reporting person was counseled regarding the legality of public park use.
Monday, June 20
• Traffic Hazard (Priority 2)—11:05 a.m.—Seal Beach Boulevard and Pacific Coast Highway—A man was reportedly seen holding a bottle of alcohol.
He was reportedly walking into traffic.
As of 11:12 p.m., he was at the bus stop on the northeast corner of Seal Beach Boulevard and PCH. As of 11:16 p.m., police observed no violations. He refused services. The man apparently discarded the bottle before police arrived.
• Welfare Check (Priority 3)—2:22 p.m.—Main Street (Old Town)—The reporting person told police a man was on the ground between two Main Street locations.
The reporting person thought the man was sleeping, but didn’t know for sure and thought the police should check on him.
The apparently sleeping man was gone when police arrived.
Wednesday, June 22
• Transient (Priority 3)—5:06 p.m.—Ocean Place (Old Town)—A man was sleeping behind a bench at the blue gazebo.
As of 5:34 p.m., police found an individual sleeping in the shade. He was advised to pick up his possessions and keep them in his bag. No services needed.
