The Seal Beach Police Department will be getting up to $9,120 in grant money to fight drunk driving.

The state of California makes “Avoid the 26” DUI Enforcement Grant money available to 26 law enforcement agencies in Orange County, according to a recent staff report by Interim Chief of Police Robert Luman.
The grant money funds saturation patrols and DUI checkpoints.
“The ‘Avoid the 26’ DUI Enforcement Grant has covered the costs of numerous saturation patrols and DUI check points in the city of Seal Beach,” Luman wrote. According to Luman, the grant money funded 10 additional motorcycle officers and four additional uniformed officers on St. Patrick’s Day. The grant money also allows for extra patrols on New Year’s Eve, Memorial Day, Super Bowl Sunday and Labor Day.
“The city will receive reimbursement up to $1,200 per saturation patrol as designated throughout the year and up to $7,920 per DUI checkpoint,” Luman wrote.
To get the money, the City Council on Monday, Nov. 14 authorized City Manager Jill Ingram to enter a memorandum of understanding with the state of California. According to the Luman report, the city of Anaheim will serve as the applicant/fiscal agent for the grant money.

Transient—2:05 p.m.—Pacific Coast Highway—The caller said a woman was walking around with a sign and aggressively asking for money. She might have been carrying a child.
Petty Theft Report—4:02 p.m.—Seal Beach Boulevard—Someone took the catalytic converter off the caller’s vehicle between noon and 4 p.m. No suspect information. The caller was provided with an incident number. The caller did not want a report. Counseled.
Wednesday, November 9
Civil Issue—1:44 p.m.—Seal Beach Boulevard—The caller said that on Friday, Nov. 4, someone received a refund for $247.48.
The item inside the box was worth less than the correct item. Report taken.
Possible Traffic Hazard—3:48 p.m.—Lampson Avenue and Seal Beach Boulevard—The caller said there was a big ditch in the road that was not coned off. The caller said the caller’s vehicle nearly went in.
Patrol Check Requested—3:56 p.m.—Catalina Avenue and Bayside Drive—The caller said a motorcycle was going up and down Catalina, making too much noise.
Identity Theft—5:37 p.m.—Ironwood Avenue—A citizen received a call from a hospital that said a patient used the citizen’s name and date of birth. The citizen said they had now received a medical bill. Report taken.
Thursday, November 10
Suspicious Person—2:28 a.m.—13th Street—The caller said a woman, possibly drunk, was going to vehicles in the area. The caller thought she had entered some of the vehicles and might have taken things out of the vehicles. A second caller said the woman was shuffling through an SUV parked on 13th Street. Report taken.
Traffic Stop—12:36 p.m.—Electric Avenue and Seal Beach Boulevard—The log did not say why unit S23 stopped the vehicle. However, the log did say that the officer requested a Vietnamese translator to help with providing a motorist with directions. Assisted.
Drunk—4:34 p.m.—12th Street—The caller said a possibly drunk woman was attempting to get into a vehicle and drive off. The dispatcher heard the woman screaming in the background. A male neighbor was apparently trying to stop her from driving. Unit 107 arrested her for public drunkenness.
Patrol Check—6:26 p.m.—Crestview Avenue—Unit 241 performed a patrol check for children who might not have been picked up from school. Log entry.
Friday, November 11
Patrol Check Requested—12:25 a.m.—Main Street—The caller said a lot of people were hanging out in the rear lot and making too much noise.
Vehicle Burglary—6:47 a.m.—1st Street—The crime apparently occurred between 9:30 p.m., Thursday, Nov. 10 and the time of the call to police. Loss: computer. Point of entry: a smashed window. Report taken.
Municipal Code Violation—3:47 p.m.—A Row, Surfside Colony—The caller said someone was driving a golf cart on the beach near the Naval Weapons Station jetty. Police unit 107 interviewed him in the field.
Suspicious Person—4:18 p.m.—Electric Avenue—The caller said a man kept getting out of his vehicle and yelling out obscenities. He was gone by the time a police unit arrived.
Saturday, November 12
Malicious Mischief—7:38 a.m.—Coastline Drive—Someone slashed the left front tire of the caller’s car. The crime apparently occurred between 1 p.m., Friday, Nov. 11, and 7:10 a.m., Saturday, Nov. 12. Report taken.
Traffic Stop—3:11 p.m.—Lampson Avenue, near Old Ranch Plaza—Police unit 106 cited a passenger and a driver for throwing unspecified items at another car.
Sunday, November 13
Reckless Driver—12:16 p.m.—Heron Circle—The caller said a man drove his motorcycle on the sidewalk.
The caller requested the man be contacted and counseled about driving like that while small kids were playing in the area. The man reportedly parked his car in a garage in the area. The caller said other people in the area were also upset about the way the man drove. Police unit 107 was unable to contact anyone at the residence.
Panhandler—3:41 p.m.—Seal Beach Boulevard—The caller said a woman with a baby was begging for money in front of the bank.

Attempted Vehicle Burglary—11:03 p.m.—Del Monte Drive, Mutual Unknown—A man was seen trying to get into a vehicle in the carport. He saw the caller and left in a black Mustang convertible. The suspect was described as a white man in his 20s, dressed entirely in black.

Counseling—12:27 p.m.—El Dorado Drive, Mutual Unknown—A man phoned a Leisure World woman as part of what was apparently a lottery scam. The man became upset when she refused to send money. Counseled.

Disturbance, Music or Party—1:33 a.m.—Burney Place and Baskerville Road—The caller complained about loud music and loud people on Burney Place, directly behind Silverwood.
Suspicious Person—12:43 p.m.—Coleridge Drive and Norgrove Lane—The caller said a man was going door to door. The caller did not know what he was selling. At the time of the call to the Orange County Sheriff’s Department, he was at the corner on his phone. The deputy found additional suspects going door to door on Coleridge Drive. They all agreed to leave.

Suspicious Person or Circumstances—7:14 p.m.—Hedwig Road and Pemberton Road—Six juveniles were darting out in front of cars. One almost hit one of the juveniles.
Thursday, November 17
Suspicious Person in Vehicle—11:59 a.m.—Inverness Drive and Foster Road—The caller said a man was selling what appeared to be satellite dishes out of the bed of his pick up truck. The caller said the vehicle was no longer at the location, but thought the truck might still be somewhere in the neighborhood. The man was described as a light skinned Hispanic who spoke Spanish. The truck was a white, full size pick up with Raiders football stickers and an unknown license plate.
Suspicious Person—5 p.m.—Kittrick Drive and Foster Road—The caller saw two individuals going up to doors in the neighborhood. The caller didn’t know what they were doing. The caller was concerned due to recent burglaries. The suspects were both described as black women in their 40s, with large builds, and wearing shirts and jeans.
Burglary in Progress—5:44 p.m.—Montecito Road—Someone kept ringing the caller’s doorbell. The caller looked through the peephole and saw a man wearing a baseball cap. The caller was home alone. The caller heard the suspect banging on the door and the window. The caller’s dog was at the door, barking.
